Guiding Plan

A guiding plan refers to a plan that guides the economic activities of various economic sectors without being mandatory. It applies to state-owned enterprises, collective-owned enterprises, and other economic components.

Guiding plans are not mandatory and mainly guide enterprises and social resource allocation through economic means and market mechanisms. Due to their non-mandatory nature, guiding plans have high flexibility during implementation, allowing adjustments based on market changes and actual conditions. They are applicable to various economic components, including state-owned and collective-owned enterprises.
